The wide range of activities carried
out by the District Administration involves processing bulk amount of Data in
quick time and hence utilization of IT tools became imperative, which otherwise
could affect the credibility and efficiency of the
recent past with
the introduction of IT and is
likely ex
pected to bring a holistic change in the
system as a whole. The District Administration has adopted a pragmatic approach
towards the establishment of transparent, effective and e-governed
administration with the pro-active support and consultancy of NIC District Centre. The
primary motto is mobilization of existing man power resources and switch over to
computerized systems from manual one. The initial steps are highly difficult but
not impossible.
Launching of
the official web site is a step
towards it, since it can provide access to information for everybody,
anywhere, anytime.
District Administration towards eGovernance:
District eGovernance Society (DeGS) Setup
The Society is setup in 2012 to with an Objective to:
To formulate the District Agenda for eGovernance in the District and to plan and execute eGovernance Programmes.
To build capacity of the staff and executive resources of the District Administration in electronic delivery of the public services for bringing about efficiency and accountability in various line departments.
To identify, recommend and help in creation of electronic delivery mechanism for various key citizen/public services for the District Administration at the District, Tehsil, Block levels in consultation with the concerned line departments/NGO’s and to provide better back and support for planning and execution of eGovernance Programmes.
To promote IT usage/culture and bridge the digital divide between regions, peoples and classes within the District so that common citizens coulkd avail the benefits of ICT.
Creation of standardized District Web Portal and its content development. Promotion of Govt. Schemes/Works and Developmental Programmes of the District Administration through the official District Portal in the District.
Provide close tie ups with J&K State eGovernance Agency (JaKeGA) and all the stakeholders in implementing the National eGovernance Plan (NeGP) of the Govt. of India for Common Service Centres (CSC), State Wide Area Network (SWAN), State Data Centre (SDC), State Services Delivery Gateway (SSDG) and other eGovernance projects in the District.
To work closely with JaKeGA and Technical Solution Providers (TSP) for development, customization of the application software for implementation of the technical solution.
To co-ordinate and implement other components of the NeGP like e-District and other e-Governance projects in the district and ensure their firm linkage with the CSC’s for service delivery.
To establish, manage, operate, maintain and control the Service Centres, namely, the CSC throughout the District for providing citizen services in an integrated manner to the public in an efficient, transparent, convenient, friendly and cost effective manner through the use of IT or otherwise in all or any aspects of citizen services to maximize speed, accountability objectivity, affordability, and accessibility from the perspective of the citizens.

Projects under Implementation
eCourt's Programme.
The computer system is installed and networked with the Court Room terminal. The DCIS ( District Courts Information System ) software is operational under LINUX environment since many years. The aim of the DCIS project is to bring all -round transparency in the working of judiciary and quick dissemination of information to the litigants and faster disposal of cases.
District Treasury Computerization .
In treasury computerization emphasis is laid down on the elimination of corruption and on - line maintenance of accounts of various sectorial and district offices.
Revenue Computerization.
Under land record computerization plan, computer centers have been setup in all the tehsil offices of the District. The entry of the records is underway. The centers are likely to be hooked up with the District Hq’s via NICNET.
Planning & Development Department Computerization.
Planning Section is utilizing the system for faster communication with State / Central Governments. Preparation of District Plan besides day-to-day routine office work being carried out on the system.
The modernization of the District Administration is expected to bring about a sea change in the overall work culture.
Capacity Building cum Trainings
To equip the employees with the expertise in the emerging field of IT/Management, the NIC has already set up state- of- the- art Computer Center in the Administrative Complex and is imparting in- depth and comprehensive training on Civil Informatics.
The training is imparted in consonance with the changing Socio-Economic needs and emerging demands of the knowledge era. Keeping up with the sprit of dedication and is in accordance with the National Policy of Computerization at gross root level. NIC has been engaged in managing / delivering IT training to various employees & staff at the District level.
Working in tandem with NIC, the State Government also sponsored in groups all the District Officers of the District for training an advanced applications of computers in office automation and usage of internet services.
