MICRO SMALL MEDIUM  ENTERPRENUER  SECTOR(MSME)

The micro and medium sector has emerged as the Most Vital and Dynamic Sector of the State/Modern Economy. It has helped significantly to strengthen the entrepreneurial base of the country, its economy, the density and taking it out from the Rural shortcomings and several limitations. The role played by this sector in the countries employment generation, expert’s etc. The sector though small in size produces 40% of country’s total production and exports 35% of total export of country. As a result of various supportive measures, the MSME sector in the state has achieved an impressive in growth. About 4200 units were registered by the Directorate of industries and commerce till march 2001.However, due to various inhabiting factors a large number of units has closed their activities most of them being untraceable now, however, as per the available data about 1800 units are still functional providing employment to 80000 people. An investment of Rs 446 corers has been made in this sector in fixed assets. It has to play vide role for socio -economic Development of the country. The MSME sector is being considered the second largest employment generator next to Agriculture.

District Pulwama is not lagging behind in respect of Industrial Development. The growth of industries is going on at a steady pace especially at industrial Growth centre Lassipora where few notable units such as Zum Zum Milk products, Ream leather Tanners, Mir steel Rolling Mills, Milap industry for card board boxes, Kashmir Hatchery M/s Al- Farooq and Em Em enterprises  for PVC conduit pipes/ rigid pipes  genuine plastics( PVC water tanks M/s Koleen Refrigerators M/s Shakti feed( poultry feeds)are in active production. Besides units which are ready for Commercial Production   are M/s Fruit Masters and Golden Apple(CA stores).  In Pampore block there is a large scale  cement unit under the name and style of M/s Trumbo Industrial Limited which has come up with latest technology and first of its kind in the state having 1000 TPD capacity. In addition  to that, medium scale cement manufacturing units are also functional in the block Expansion part of JK cements ltd has also become operational in Pampore block having additional  600 TPD capacity. Moreover two more units M/s Khyber Agro Farms (pasteurization of milk, Curd and Ghee) and M/s Khyber petroleum (LPG bottling plant), are functional in Pampore block. In kakapora block a  ply board unit namely M/s S.K veneer is another unit which is worth mentioning. There are also 06 veneer peeling units established in the District.  In Tral  Block  two units viz RCC Cement Pipes and Steel  Tubular Poles are worth mentioning.

Production

Moreover the District has unique position in the milk production as a huge quantity of milk is produced in the district and exported to Srinagar city. More dairy farms are  also being established in the district  One at Puchal Pulwama, 2nd in IGC Lassipora and third in Khrew Pampore which will not only produce toned milk but also provide employment opportunities for unemployed educated youth.

The District has distinction in the production of Saffron which is exported outside the state. There are number of meadows with plenty of water resources increasing thereby the live stock growth in the district. Rearing of sheep and cross marine will not only increase the mutton production but also the wool production which will help in established of spinning and grading units in the areas where there is mushroom growth of sheep production .Under these activities a good number of male/ female working force can be employed in this sector weaving units for manufacturing of woolen cloth and leather based garments can also be established. Moreover, there is ample scope for development of wood based industries in the District especially for the manufacture of cricket bats for which raw material is available in the district particularly in Chursoo, Kachach Koot and Naina. But the industry could not be developed for want of latest Technical knowhow and instead of fully finished cricket bats, clefts are still smuggled by some unscrupulous elements which has adversely affected the genuine unit holder. Efforts are required to check this illegal practice of smuggling of clefts to outside the state. Innovative and latest technical know-how is required for development of these units.

Secondly veneer units need to be developed for full finished ply wood as the basic raw material is available in this District.

In order to have an industrial base in this District, planner will rely upon the available infrastructure facilities. Since the district has predominantly as Agro. based frame it would be appropriate to make this industry as a feeding source for all  industries like Apple juice, processing of wal-nut kernels   for confectionery items, Almond kernels for manufacture of Hair oil etc.Besides preservation units like cold store for better marketing facilities of the fruit Growers. Projects for which resources, available locally are more viable.

Besides the District has a very good and rich resources of natural forests and public/private poplar/willow nurseries can be used for development of the economy of the District. For this purpose the forest department authorities should ban illegal felling of these trees by inhabitants residing nearby areas and should open sale depots for issuing of timber  to needy especially to the industrialists engaged in manufacture of wooden furniture items though the system is functional yet it needs to be more efficient and effective, but at the same time the genuine unit holders should not suffer and care is required to be taken for the smooth running of these wood based units. In addition our forests are rich in Herbs which can be utilized for the Development of pharmaceutical industries. Pulwama District was part of District Anantnag from Administrative point of view and was declared a separate district in the year 1979-80

There are number of large/ medium industries existing in the District largely confined to the small scale industrial units which are generally skill base-oriented like food based, wood based , chemical based fertilizer, electrical appliances.

3. Prime Ministers Employment Generation Programme(PMEG)

More over the DIC sponsoring cases under centrally sponsored scheme i.e.(PMEGP) under this kind of scheme unemployed educated youth are being provided financial assistance for establishment of various venture. The details of financial assistance and margin money since implementation of scheme i.e .April 2008.
